Apologies for the double post but I've just seen this thread on a similar subject which sheds some light but doesn't answer my question:

I suppose that certain news features etc could be free to use because of freedom of information / public service statuses but I've no real background in this.
It seems that there are issues with the music licencing, hence it never being released on DVD. However more often than not its not the soundtrack I'm interested in, more news style clips that I could use over interviews or narration.
Please note than by derivative work I do NOT mean I want to simply slightly modify then sell, I am wanting to make an original work, but don't have the budget to pay the $60+ per 5 second archive war clip from stock footage houses!
